About This Recruitment

These positions sit within the Operation Support Team (OST) being assembled by the Ministry of Lands, Housing and Urban Development (MLHUD) to help deliver the Uganda Cities and Municipalities Infrastructure Development (UCMID) Operation, a six-year programme (FY2026/27-2031/32) financed by a US$540 million World Bank IDA credit. UCMID supports climate-smart urban infrastructure, institutional strengthening and capacity building across MLHUD and participating Local Governments.

The OST is a transitional, blended team of recruited specialists working alongside MLHUD staff, reporting to the Commissioner for Urban Development / Operation Coordinator. Contract OST members are engaged on a two-year contract, renewable twice subject to satisfactory performance.

Note: Only candidates with prior experience on externally (particularly World Bank) funded projects will be shortlisted.

Key Responsibilities

Ensure program planning and execution comply with GoU and World Bank environmental policies, laws and the ESSA/Operation Implementation Manual
Support environmental reporting, including reporting E&S incidents to MLHUD and the World Bank
Develop ToRs for and oversee preparation of ESIAs, Project Briefs and Environmental & Social Management Plans (ESMPs)
Liaise with NEMA and other regulators to fast-track statutory environmental approvals
Work with the Social Development Specialist on ToRs and selection of Safeguards Firms for ESIAs/ESMPs/RAPs
Ensure ESMP recommendations and NEMA conditions are captured in bidding documents and contractor BoQs
Take part in bidder shortlisting/evaluation on environmental safeguard criteria and verify contract enforcement clauses
Review contractor plans for temporary facilities (campsites, quarries, borrow areas, etc.)
Conduct site visits to track environmental, health and safety mitigation performance
Maintain E&S monitoring checklists, compliance trackers and an incidents/accidents register
Lead root-cause analysis of E&S incidents and oversee Safeguards Corrective Action Plans
Compile monthly, quarterly and annual E&S monitoring reports, escalating critical incidents promptly
Deliver environmental safeguards capacity-building for MLHUD, sub-national entities and LG staff
Coordinate community engagement and feedback mechanisms on the project

Qualifications

Bachelor's Degree in Environmental Science, Natural Resources Management, Environmental Engineering, Forestry, Biological Sciences or related field; Master's Degree in Environmental Management, Environmental Science, Environmental Engineering, Forestry, Natural Resources Management or related field

Experience

Minimum 8 years of relevant experience in environmental safeguards management, including experience on World Bank- or donor-funded projects and with ESIAs, ESMPs, environmental audits and regulatory compliance.
