Joint Medical Store (JMS) is a Church-founded Private Not-for-Profit organization whose mission is to Provide value adding health solutions to accredited health units and other stakeholders and whose vision is Accessible Sustainable Quality Health Solutions For the Glory of God. Established in 1979 by the Uganda Catholic Medical Bureau and Uganda Protestant Medical Bureau, JMS is licensed by the National Drug Authority (NDA) to import, warehouse, export and distribute medicines and health supplies. JMS operates an ISO 9001:2015 certified Quality Management System and serves 3,000+ health facilities with door-to-door last-mile delivery via its head office on Plot 1828 Gogonya Road, Kampala and branches/distribution outlets in Mbarara, Fort Portal, Arua, Gulu, Masaka and Jinja.
Relevance to this role: JMS has been awarded the United States Department of State funded AFGHS-JMS project whose goal is to support continuity of lifesaving essential medicines, medical equipment and outbreak response within private-not-for-profit health facilities while accelerating the shift to an accountable, interoperable and government-aligned supply chain. This includes JMS Enterprise Resource Planning (ERP) tool stabilization and Global Standards-1 (GS1) readiness, interoperability, traceability and cyber resilience. The Database Administrator will be central to this objective — stabilizing the ERP (Dynamics), strengthening data use, ensuring GS1 traceability and cyber resilience, and building an outbreak-ready supply chain. This is an excellent opportunity for an experienced DBA to work at the intersection of health supply chain, ERP modernization and national digital health transformation.

JMS is seeking a qualified, competent and motivated Database Administrator to manage and maintain project ERP databases under the AFGHS-JMS project. The role ensures the availability, performance, security and integrity of critical supply chain and health commodity data.

Key Duties and Responsibilities
- Manage and maintain project ERP databases (JMS ERP / Dynamics) to ensure high availability, performance, security and integrity of data.
- Stabilize ERP databases as part of the AFGHS-JMS objective to strengthen data use and deliver priority interoperability, GS1 traceability and cyber resilience.
- Perform database installation, configuration, patching, upgrading, monitoring, tuning and performance optimization.
- Implement and manage database backup, restore, replication and disaster recovery strategies; ensure business continuity for essential medicines supply chain data.
- Enforce database security, access controls, encryption and cyber-resilience measures; monitor for vulnerabilities and unauthorized access.
- Ensure data integrity, quality assurance and compliance with good distribution, storage and ISO 9001:2015 quality management standards.
- Support ERP interoperability and GS1 readiness initiatives, including data integration and traceability across health facilities and government-aligned systems.
- Provide technical support for outbreak-ready supply chain triggers, buffer stock and surge distribution data needs, including simulation exercises.
- Collaborate with ICT, project, warehousing, procurement and health systems strengthening teams and external stakeholders.
- Document database architectures, procedures and maintenance logs; provide reports on database health and performance.
Qualifications, Skills and Requirements
- Education: Bachelor's Degree in Computer Science, Information Technology, or a related field (Degree is required).
- Experience: Minimum 5 years of database administration experience (60 months). Experience with ERP databases, preferably Microsoft Dynamics, will be an added advantage.
- Technical Skills: Strong expertise in database management systems (e.g., MS SQL Server, MySQL, Oracle), performance tuning, query optimization, backup/recovery, high availability and security administration.
- Experience with ERP stabilization, data integration/interoperability, GS1 standards and cyber resilience is highly desirable.
- Knowledge of data governance, data quality assurance and ISO-aligned quality management practices.
- Strong analytical, problem-solving and troubleshooting skills.
- Good communication, documentation and teamwork skills; ability to work within a PNFP health supply chain environment.
- Integrity, collaboration, adaptability, responsibility and excellence in line with JMS core values.
