Salaries of MPs, RDCs, LC Chairpersons & Lord Mayor in Uganda (2026)

MPs, the Speaker, RDCs, LC3/LC5 chairpersons and the Kampala Lord Mayor sit on entirely different pay systems — most of them outside the public service salary scale this site's calculator is built on. Here's what's officially confirmed, and what's only third-party reported.

Three different pay systems, one page

Uganda's political and administrative leaders aren't paid on a single scale. Resident District Commissioners sit inside the Ministry of Public Service structure this whole site is built on (Schedule 1, "Political" grade) — the only figures below we can back with an official source. MPs, the Speaker and the Leader of the Opposition are remunerated by the Parliamentary Commission, which doesn't publish an official pay structure. LC councillors and chairpersons are paid honoraria set by the Ministry of Local Government. The Lord Mayor and KCCA leadership follow their own council-approved structure. Where we couldn't find an official, current figure, we say so rather than guess.

MPs, the Speaker & Leader of the Opposition

Parliament does not publish an official MP pay structure, so every figure here is a third-party estimate, not a confirmed government disclosure.

Local Council (LC) leaders & councillors

Per Ministry of Local Government figures reported by Parliament of Uganda on 27 March 2024. A 100% salary enhancement was approved for these roles starting FY 2024/25; we found no independent confirmation that the increased figures are actually being disbursed, so the table below shows the pre-enhancement baseline.

A separate, still-pending proposal announced in October 2025 would raise the LC1 (village/parish) Chairperson honorarium tenfold, from UGX 10,000 to UGX 100,000 a month — not yet law at time of review.

Parish Chief vs. LC1 Chairperson

These two titles get confused constantly. A Parish Chief is an appointed civil servant (salary scale U5–U7) earning roughly UGX 447,000 to UGX 480,000 a month — a government employee, not an elected official. The LC1 Chairperson is the elected village/parish political leader, paid the much smaller honorarium in the table above. Same neighbourhood, completely different job and pay system.

Resident District Commissioners (RDC)

RDCs are presidential appointees on Schedule 1 of the official public service structure — the figures in the calculator above, sourced the same way as every other page on this site.

Kampala Lord Mayor & KCCA leadership

Per the KCCA pay structure last reported in 2021: the Lord Mayor earned about UGX 24,000,000 a month (up from roughly UGX 22,540,000 in 2018), the Deputy Lord Mayor about UGX 16,000,000, and the KCCA Speaker about UGX 13,000,000. We found no more recent official revision of this structure at time of review.

Frequently asked questions

Parliament does not publish an official pay structure for MPs. Widely reported estimates put basic gross salary at around UGX 11,180,000 a month; once subsistence, constituency and other recurring allowances are added, total monthly income is commonly estimated at UGX 25,000,000 to over UGX 35,000,000. Treat these as third-party estimates, not confirmed government figures.

Also not officially published. A widely circulated public estimate puts the Speaker's basic pay at around UGX 192,000,000 a year (about UGX 16,000,000 a month) plus roughly UGX 240,000,000 a year in allowances (about UGX 20,000,000 a month) — an unverified estimate rather than a confirmed figure.

No separate salary figure for the Leader of the Opposition is publicly disclosed. The office draws an MP's pay plus its own facilitation and office budget from Parliament, but we could not find a confirmed personal salary figure distinct from a regular MP's.

Resident District Commissioners are the one political leadership role in the official Ministry of Public Service structure (Schedule 1, "Political" scale). For FY 2026/27: RDC earns a flat UGX 2,293,200 a month, Deputy RDC UGX 1,282,369, and Assistant RDC UGX 817,216 — use the calculator above for the take-home estimate.

Per Ministry of Local Government figures reported by Parliament (27 March 2024): a City/District Chairperson (LC5) earns UGX 2,000,000 a month and a Sub-county Chairperson (LC3) UGX 400,000. A 100% salary enhancement for these roles was approved to start FY 2024/25, but we found no independent confirmation of the increased figures actually being paid out.

The official baseline is UGX 10,000 a month. In October 2025 the Speaker of Parliament announced a proposal — pending legislation and an estimated UGX 12 billion a year in budget allocation — to raise this tenfold to UGX 100,000 a month. As of this review that increase had not been enacted.

A Parish Chief is an appointed civil-service post (salary scale U5–U7) earning roughly UGX 447,000 to UGX 480,000 a month. The LC1 Chairperson is a separate, elected community leadership role paid the much smaller UGX 10,000 honorarium above — easy to confuse given the similar-sounding titles, but a different job on a different pay system entirely.

Under the KCCA pay structure last reported in 2021, the Lord Mayor earned a monthly salary of about UGX 24,000,000 (up from roughly UGX 22,540,000 in 2018), plus a weekly office-operations allowance. The Deputy Lord Mayor earned about UGX 16,000,000 and the KCCA Speaker about UGX 13,000,000. We found no more recent official revision at time of review.

Presidential and top state-office pay isn't itemized publicly. Among the figures this site can verify against the official public service structure, the highest published civil-service salaries are the Permanent Secretary and Director General of Health Services (both around UGX 15.3–15.4 million a month). Among elected leaders, third-party reporting most often points to the Speaker of Parliament and Kampala's Lord Mayor as the best-paid — though, as above, neither figure is officially disclosed.
